Task Forces and Search Committees
*College Council Task Force on Summer at Carleton and Long-Run Enrollment Targets (February 2009)
Charge:
This short-term ad hoc task force is being created to respond to the question of how the College can best take advantage of its facilities and other resources throughout the year. While the current budgetary challenges add urgency to respond to these questions quickly, the consequences of any decisions the College makes are long-term and need to be considered in that context. In all that the task force does, it needs to keep its analysis and recommendations consonant with the College's mission.
The task force is encouraged to focus on the following issues:
- How do we take better advantage of the availability of College facilities and other resources during the summer? The task force should consider the advantages and disadvantages of the summer term for Carleton students, including the possibility of a special kind of academic summer program in the summer (e.g., one aimed at a particular class, such as sophomores, or one that offers an integrated experience unique to summer). The task force should consider the advantages and disadvantages of expanded summer activities, including academic programs (e.g., for current students, rising first-year students or younger students through outreach) and the possibility of an expansion of non-academic programs.
- The task force may want to consult with two new ECC subcommittees, one charged with investigating winter break programs and the other charged with investigating how to balance enrollments through the academic year.
- What is the optimal enrollment at Carleton? While the present budgetary model assumes a long term average on-campus enrollment of 1,806, should that number be higher or lower? The task force should consider the full implications of what it would mean to the College to expand or contract enrollment.

*Vehicles and Parking (May 2009)
Charge:
The Task Force on Vehicles and Parking is being created this spring to explore and recommend ways to limit the demand for vehicles to and from campus by students, faculty and staff; to reduce on-street parking of Carleton vehicles in the neighborhood; and to better manage parking for large events. These matters take on additional significance with the expected completion of our two new residence halls next fall. In all that the task force does, it needs to keep its analysis and recommendations consonant with the College's values, including maintaining a residential, pedestrian-friendly campus and one that embraces sustainability.
The task force is encouraged to focus on the following issues, providing to CF&PC its assessments and recommendations:
- What kinds of "green" ideas and initiatives could Carleton consider to reduce the number of cars traveling to and from campus? The task force should explore the advantages of programs that create incentives for reducing vehicle use.
- The task force should consider the advantages and disadvantages of creating a designated parking plan for students, faculty, and staff as a way to better manage vehicles that do need to be on campus, as well as help reduce the number of Carleton vehicles that park on city streets near the College.
- The task force should review the effectiveness of the current parking policy and its enforcement.
- The task force should review the current car permitting policy.
- The task force should consider how to provide a better experience for visitors who come to campus for large events (e.g. MIAC championships, etc.).
The task force will have available data from a recent campus parking study commissioned by the College. The task force may also want to consult with other groups on campus, namely Auxiliary Services and Campus Activities, which help manage student transportation programs, and the Environmental Advisory Committee (EAC), which is committed to upholding the College's environmental statement of principles.

- The task force should report back to CF&PC by the end of spring term, though its work will likely extend into the fall term of 2009.
*College Council Task Force to Review the Student Sexual Misconduct Complaint Process (June 2009)
Charge:
This task force is being created to review the complaint process associated with the Sexual Misconduct policy. This policy is a critical component of Carleton's community standards, and as such, its evaluation and subsequent clarification and improvement is important to matching and enhancing the campus community. Because the standards are owned by all at Carleton, it is essential that the campus community be involved in reviewing and revising the procedures.
The Task Force is encouraged to focus on the following issues related to the complaint process:
- Clarity of the process, including which parties may be involved at each stage;
- Clarity of the review and support roles involved (investigator, adjudicator, consultant, advisor, support person, review board members, etc);
- Clarity regarding the points in the process when evidence may be reviewed and new evidence may be included;
- Clarity regarding participants, evidence, and process related to appeals;
- Consistency in the description and execution of the process;
- Fairness of the process for both the complainant and the respondent.

Robin Viele - Also collaborating in the review will be the VP and Treasurer, Dean of the College, Dean of Students, College Consultant for Sexual Assault and Harassment, the SHARE (Sexual Harassment & Sexual Assault Resource & Education) Committee, and the CEDI (Community, Equality and Diversity Initiative) subcommittee on Sexual Assault and Harassment.
Process and Timeline:
The Task Force's recommendations should be reviewed by the College's legal counsel and then revised, if necessary. Final recommendations should be reported to the College Council in February 2010. The SHARE Committee, the group responsible for policy revisions and communications, will be responsible for implementing any process changes with consultation from this task force.
