Faculty / Staff module separates out "Other Faculty"

In response to a request from the Dean of the College Office, I've modified the faculty/staff module so that it shows faculty that teach or are otherwise involved with a department but not "department faculty" under a separate header.

This behavior takes place only when the site entity has a department affiliation.
