Kaktovik, Alaska

Kaktovik residents prepare for a feast celebrating the first whale slaughter of 2012. The village is the only permanent settlement in the Arctic National Wildlife Refuge. A new subdivision overlooks the refuge’s 1002 area coastal plain, a potentially oil-rich area that is at the center of the debate over whether to allow drilling in the ANWR.
