Download Loki from the project's Googlecode site (Look under "Featured Downloads" in the sidebar.)
You can also get Loki as part of the Reason open-source content management system. Loki is already pre-integrated into Reason -- resource browing, image insertion, etc. are all fully functional right out of the box. So you might want to check it out.
