ARTICLE I - BSA Procedures

Section 1: Voting Procedure

      A.    Requirements to pass a motion, such as majority (50% +1), shall be of the BSA members present and voting.

      B.    Motion results shall be tallied by counting the number of BSA members raising their hands when asked whether they approve, disapprove, or abstain from the current motion.

Section 2: Agenda Modification

     A.    The board shall set the agenda

     B.    The agenda may be modified by the recommendation of a member of BSA. Any member may add an item of discussion or action to the agenda. Items that require voting must be explicitly expressed as items of action in the agenda. These modifications are due to the secretary before the next Executive Officers’ meeting.

     C.    Each agenda shall leave a ten-minute slot at the end of the meeting for open discussion. No voting may take place during open discussion.

     D.   The agenda may be tabled if passed by a 2/3 vote of the present members.

Section 3: Meetings

     A.    Meetings shall explicitly follow the posted agenda (in rank order) and will be led by the President.

     B.    The Executive Officers may call special meetings, as they deem necessary.

     C.    A notice of special meeting must be sent via email to all BSA members 48-hours before the calendar date of the meeting.

Section 4: Membership

   All BSA members shall be considered active at the beginning of every academic term and can risk becoming inactive.

     A.    Active Members: A member must attend 50% +1 of the meetings for two of the three academic terms per year and/or qualify to be redeemed by the Redeeming Clause.

     B.    Inactive members are ineligible to vote or act as sponsored participants in BSA events until reactivated. They may, however, participate in BSA, but will be chosen to attend after active members.

     C.    Redeeming Clause:

          1.    Inactive members can become active by attending 50% + 1 meetings for two of the three academic school terms per year.

          2.    Inactive members may become active meeting the standards set by the board such as by helping in all BSA concerns, events, committees, etc.

ARTICLE II -Committees

Section 1: Formation and Dissolution of Committees

   BSA may establish any committees, as it deems necessary.

Section 2: Powers

   Committees may meet to help organize larger projects or goals of BSA with any powers given to them by BSA.

ARTICLE III - BSA Elections

Section 1: Election Procedures

     A.    Each office is open for election each Spring Term during 2nd week for officer with the exception of the freshmen representative. One freshman member will be voted into the position of Freshman Representative during the 5th week of the Fall Term.

     B.    The newly elected board shall act as a "shadow board" for the remainder of the term by attending board meetings

Section 2: Position Requirements

     A.    Candidates for all elections must be active members for 2 continuous terms of the BSA.

     B.    Petitions for the positions of officer shall be emailed to the secretary before the announced deadline.

     C.    A student may run for only one position per governing body.

Section 3: Voting System

     A.    Majority rule voting shall be used to select officers.

     B.    Voting rules and instructions shall be included in the ballot.

     C.    If a portion of a ballot is inconsistent with the rules in this section, that entire portion is void.

     D.   If the ballot is submitted by an inactive member, the vote shall be voided.

     E.    If candidates for one position are within one percent of each other in the total number of votes cast for that position; the Board shall hold a recount. If the recount offers the same results as the initial count, this result will be accepted. If the recount does not yield the same result as the initial, the recount shall be repeated until the same result is yielded twice.

     F.    An active member may request an Absentee Ballot Package if they cannot attend the voting meeting. This package will include three identical ballots that the voter will complete and place in the mailboxes of the President, Vice-President, and Secretary up to an hour before the voting meeting.

ARTICLE IV - BSA Boards Officers

Section 1: Purpose

The executive officers shall define any duties not listed bellow, as they deem necessary of each officer during in special executive meetings.

Section 2: President

     A.    Shall be elected as a rising sophomore, junior, or senior.

     B.    President shall be responsible for:

          1.    Running BSA meetings

          2.    Running Executive Officer meetings

          3.    Acting as liaison between BSA and any Carleton faculty and/or staff

          4.    Acting as liaison between BSA and any other schools and/or outside organizations

     C.    The president shall not have a vote at BSA general meetings unless there is a tie.

Section 3: Vice-President

     A.    Shall be elected as a rising sophomore, junior, or senior.

     B.    The Vice-President shall be responsible for:

          1.    Taking on the President’s responsibilities in his or her absence

          2.    Assisting the President in completing his or her responsibilities as delegated by the president.

          3.    Acting as a liaison between BSA and other campus organizations and/or groups

     C.    The Vice-President, in the absence of the President, shall not have the privilege to vote at general BSA meetings unless there is a tie.

Section 4: Treasurer

     A.    Shall be elected as a rising sophomore, junior, or senior.

     B.    The Treasure shall be responsible for:

          1.    Overseeing Spring Allocations

          2.    Keep up-to-date records of BSA finances at every BSA meeting

          3.    All other monetary issues within BSA

Section 5: Secretary

     A.    Shall be elected as a rising sophomore, junior, or senior.

     B.    The Secretary shall be responsible for:

          1.    Taking minutes during BSA meetings

          2.    Taking minutes during Executive Officer meetings

          3.    Taking attendance

          4.    Creating and maintaining the Active Member List

          5.    Publishing and Emailing the agenda one day prior to the meetings

          6.    Publishing and Emailing the minutes three days after the meetings

          7.    Electronic and hardcopy of all BSA minutes

Section 6: Freshman Representative

     A.    Shall be elected as a Freshman

     B.    The Freshman shall be responsible for:

          1.    Advertising and Public Relations

          2.    Representing the concerns of the new class and act as an available resource to the incoming class

Section 7: Recall

     A.    The Executive Officers have the power to remove one of its own members by a unanimous vote during an Executive Officers meeting

     B.    The general active membership body of BSA has the power to recall an Executive Officer by a vote of a super majority (2/3).

Section 8: Hierarchy

   Each Executive Officer will be in equal standing (one vote per body).

ARTICLE V - Amendments and Ratifications

    Amendments and/or ratifications to the constitution may be made by a 2/3 vote of the BSA members.

ARTICLE VI - Good Faith

   BSA, having good faith in its Executive Officers, instills unto them the ability to make any executive decisions that do not violate the constitution.
